Any fisherman will tell you that you don't start reeling in when the fish first nibbles the hook, you wait until they've had time to really take a solid bite. Patent trolls work on the same theory. If they'd sent a polite bill to the first company that announced a touchscreen phone, they'd have gotten a nice tidy little royalty (assuming the patent is valid).
