Depending on exactly what you need, you should be able to develop in just about anything you want. The Openmoko devs have been vocal about the "normal" Moko firmware having Qt, GTK+, and EFL libraries on it, as well as at LEAST Python as a scripting language (I'm sure there will be more, though I don't know exactly which ones will be "stock"). If your application needs telephone facilities, or to communicate with the specialized hardware on a FreeRunner or other Moko device, you should target the FSO D-Bus specs (Though those are still in flux).
