echo "1" > /sys/bus/platform/devices/neo1973-pm-bt.0/power_on
echo "1" > /sys/bus/platform/devices/neo1973-pm-bt.0/reset
echo "0" > /sys/bus/platform/devices/neo1973-pm-bt.0/reset

wait a few seconds then try hciconfig again.
