GPS isn't powered on when booting. fso-gpsd is only wrapper, it is turning on GPS only, when some app is connecting to it.
In shr-settings "Auto" is that state - GPS on only when needed. After changing to "Manual", if GPS was on, bottom toggle will be set to "on"; and when with "auto" GPS was off, bottom toggle will be set to "off". State of all of toggles about GSM, Wifi, GPS etc.is not saved anywhere.
