You can try, for example, to download: http://www.opkg.org/packages/pong_0.1_armv4t.ipk It only download 4096 bytes Try to download the same package from: http://scalde.free.fr/index.php?option=com_docman&task=doc_download&gid=4&Itemid=71 11636 bytes!
