If you're suggesting a client/server distinction here, I think that's false: most SIP phones want both to call out and to be called. Keepalives are used to keep firewall/NAT pinholes open, so whether they're needed depends on whether the phone is in a private or public network. At home would usually mean private and so require keepalives. That said, the standards are still in flux and there are different possible solutions. I guess what really matters here is what linphone does, since being in a private network must be its mainline scenario, and I'm afraid I don't know that.
