This sounds like a configuration issue. Make sure that the org.opencastproject.server.url variable is set correctly. It's possible to run a CA and a core on the same machine, but really only in testing. A single admin server in theory can support any number of agents, hardware permitting. Realistically most institutions have distributed deployments. The system should work more or less out of the box. It might not have great text recognition, and it might only have a single user (admin), but it should work.
