DESCRIPTION
Under the general direction of the Instructional Web Development Center’s Lead of Web Infrastructure and Development, this position provides project leadership, and designs, develops, implements and maintains moderately complex to complex campuswide systems to support the operation of instructional web services and processes on campus. Plan, implement and manage medium to complex secure web-based systems design and configuration to support instructional technology services. Develop Web applications and systems plus provide technical support and training for a variety of applications for Academic Computing & Media Services and campus academic processes. This position exists to particularly support academic podcasting.

As a the lead podcasting developer, this position creates, deploys and maintains production level software systems for capturing, encoding, posting, transcribing, maintenance and integration of course podcasts with other systems. Manage a podcast platform with 30 nodes that automatically produces in near real time audio and video podcasts for 100+ courses each quarter. Manage software development portion of scaling the system to 100+ nodes with the exponential course and recording hour growth anticipated. Redesign system to scale up from a mostly audio-based, 250 hours of recording output to projection for large-scale video capture and encoding; from 50-100 GB of media to cataloguing, quality assurance and maintenance of several terabytes of video. Occasional non-standard hours may be needed dependent on academic cycle or project deadline.

Occasional but infrequent travel may be needed to other campuses or to annual conferences.

QUALIFICATIONS
Bachelor's of Science Degree plus five years of experience in software development, or equivalent combination of education and experience.

Work experience with database design, programming, administration and maintenance in Microsoft SQL Server (using Transact SQL), Microsoft Access and MySQL. Demonstrated ability to write SQL code, create views, reports, triggers and stored procedures.

Experience in database programming, which includes data access, data retrieval, data management, data analysis and data presentation. Experience with developing complex applications using multiple databases and data stores including understanding of data warehouse concepts.

Experience with linking Web-based applications to databases using C# with ASP.net, PHP and XML. Advanced knowledge of technologies required for developing web applications (HTML, CSS). Advanced skill with shell scripting, Linux.

Extensive understanding of session management including authenticating to Active Directory, Shibboleth or In Common authentication architectures, LDAP directories and databases using session variables, cookies and other methods. Extensive experience in programming, testing and debugging multi-user applications.

Ability to program complex interrelated applications using both structured and object oriented techniques. Analytical ability to assess object oriented code architecture practices, determine best methods, represent code processes in diagrams and descriptions, and implement selected solutions.

Expertise in integration methods and demonstrated ability to integrate to package applications. Knowledge of related tools and utilities including SQL Developer, CVS. Experience working in a multiple programmer coding environment.

Expertise in architecting and developing software products. Broad, in-depth knowledge in area of expertise with an understanding and advanced ability to independently analyze a needs requirement and then develop and implement systems for complex applications.

Demonstrated expertise of key web standards such as XHTML 1.0, CSS1 and CSS2, JavaScript, AJAX, XML, REST and SOAP web services, and other programming standards used in website development.

Experience with user experience software development using JavaScript, XML, CSS, and other related UI technologies. Experience with usability, accessibility and demonstrated knowledge of applicable laws, policies and best practices including HTML 5, Section 508 and WCAG 2.0.

Advanced experience with audio (LAME, SoX) and video encoding (FFmpeg, MP4, H.264, AAC), compression techniques, codecs, their principles and associated technologies such as timecode and SMIL. Skill controlling devices via Arduinos. Skill with hardware performance tuning and video capture hardware.

Experience with developing software applications involved with confidential or protected data. Knowledge of associated laws and policies including FERPA, SB 1386 and IS-3. Experience using current standards for securing data in program development, databases and transmission of data.

Experience installing and administering Microsoft Windows and VMs under Windows and Linux, especially for load balancing and fault tolerance of web applications. Understanding of server, web and data security concerns and vulnerabilities. Ability to actively monitor security landscape and make necessary changes in policy and technical procedures to maintain secure hardware and software.
