One is a branch, one is a tag ;)

They started out identical, however the branch will have the bugbash
fixes applied as they are committed, and the tag will not.  The fixes
from the bugbash will be ported over into 1.4.x after everything is
done, and then they will appear in 1.4-rc5 (or 1.4.0, depending).
