Regarding tires in the garden, at the Salt Lake City ACGA conference 2001 a presentation was given on cutting the sides of tires and creating long strips of tire lumber to create raised beds for gardens. This was presented by someone from Nebraska or Iowa... presentation was supplemented by info that showed that no toxics leached out from the tires (if I remember correctly) there was also a book that was handled out on all of this. I have the book somewhere and will try to get a link to their site or an email address.. in the meantime anyone form Salt Lake City have that info handy?
