Russell,

Inoculate is what you put on the seed to make sure the organism is there for
the plant to produce nitrogen since they are a legume.  It cost $3-$4 for a
package. You will have beans without it but that is a cheap source of
organic N.  Every gardener should obtain their N from green manure/cover
crops such as beans, peas, alfalfa, clover, etc.
