Mary, I always encourage more gardens just because people tend to work things out only if they get together and see what it is that they are missing if they don't do it.
The biggest road block is liability. Setting up affordable insurance for massage therapists in 1990 took us five years and a cross North America search, but once it was set up then all of a sudden there were insurance providers popping up all over and competition brought the price down to 15% of the first quotes. So, maybe this can be a project between a group of cities in one state to take on setting up gardens on private land.
