Keep away: Dreamhost. While they have very low cost, you are definitely getting what you pay for. Poor customer service, poor service, overloaded servers.
RailsPlayground has been a great testing host that also allows you to move up to a VPS when it is time to go production. Their staff is always on available and they publicize when a machine has trouble. I have several sites with them. Then there is Engine Yard and Rails Machine. Again, you get what you pay for. Both started around the same time, both started by industry leaders. High costs, great service.
