Yeah, I've considered it. I think the easiest way would be to just hard code the badges into your template based on some combination of attributes on the user.
So, for example, you could use the user's activity (how active they are) plus how long they've been a member, to compute a 'user level', and then use that to assign a badge over their avatar (using CSS).
