ls vendor/plugins
(if you see an 'engines' folder, remove it)

Also, check to make sure the community_engine folder isn't empty (which can
happen if you submodule it incorrectly). Or, try doing:

    rails your_app_name -m
http://www.communityengine.org/install_template.rb

That's the easiest way to set up a new CE app.
