Per Rama's 2nd suggestion, I changed the "activated_at" value in the "users" table insude my MYSQL community_engine database. After restarting the server I was able to load the main page again!
Looks like issue was that Community Engine doesn't actually email you (as I suspected), so my first user entry had a NIL value in the "activated_at" field.
