Hi Maxim, You need to be logged in as an admin to create a forum. Once you've done that, you can just click on 'New Topic' on the forum page. Example:
http://demo.communityengine.org/forums/1-test-forum (If you're logged in, you'll see the 'Post a new topic' link.
