An alternative for Apple file exchange is amongst others dosmounter. 
If you put that in your system folder you'll be able to read and 
write dos formatted floppy disks quite easily. They just pop up on 
the desktop like a mac disk.
As soon as you get dosmounter or one of those other control panels in 
your system folder you'll be to exchange files with pc's pretty 
easily.
I do not know why you have a problem with apple discontinuing floppy 
drives on their newer machines. If you need a floppy drive on a new 
mac, just hook one up. I have a lacie floppy drive hanging on my iMac 
and it works like a charm (apart from the lack of os x driver 
software, which makes it pretty useless for the moment).
There is info in the FAQ on exchanging stuff between a pc and an old mac...
