I regularly get this message if I start up with AppleTalk switched to ethernet when there is no other device connected and powered up to the other end of the ethernet cable. This happens on my 8100, 9600 and 7100's. I just need to be sure that the other computer is on, then I can switch over to ethernet in the Appletalk control panel.
