Sounds very much like this is AtEase, this tabs thing and all. It was sort
of a foolproofing user interface replacement for the Finder, giving users
access to only the applications the administrator allowed them to. If you
don't have access to the administrator password, your best bet is to
uninstall everything AtEase while booting from an external. This should
give you access to the internal HD and get things going your way.
