I had the exact same problem with my Performa 550.  I was trying to 
reinstall Mac OS 7.6, and I couldn't get it it to boot from the CD by 
either holding down the "c" key while booting or holding the 
"command-option-shift-delete" keys while booting.  I finally opened the 
"Startup Disk" control panel, chose the CD, and rebooted, and it worked 
just fine.

I don't know if this will work with your version of Mac OS, but it's 
worth a try.
