I may be wrong, but the last time I checked the timeline, OT and 7.5 came out pretty close to the same time. It took a short time before Apple started shipping it with the OS. Even the 7.5.1 CD I have from a 5300/100 LC has it, just not selected by default. My guess was they just got 7.5 out the door as fast as possible and left add-ons to users or something.
