In theory, the latter, but I find hard disks to be reasonably reliable as
long as I power them up before I use something like SCSIProbe to mount
them.  Whether or not the Mac is on or off when I turn on the external is
(usually) irrelevant.

Of course, this goes against the purpose of SCSI, which was NOT designed to
be hot-swapped like this, but *in most cases* a SCSI device can be safely
unplugged or attached as long as nothing is trying to access the SCSI bus
at the time.
