  Are the horizontal lines thick and alternating black and white ?

  I'll bet your ROM SIMM is bad or the pads on the edge card type connector
are worn clear thru, like my oldest SE/30 did.
  I got a new ROM from a guy named OldMacMilt on eBay. Do a search for
either the ROM or him by name.
  I re-soldered all the pads, and there are a lot of them, for a temporary
fix. Trick is to solder each one the same thickness. Careful not to make the
solder too thick. Keep that solder tip hospital-clean.
  As a test, pull it out, inspect it under a magnifying light for wear, and
re-insert it. If it boots up now, you've just located your problem.
  I'd be glad to do it for you, for a very nominal fee, if you wish.
