Quark 4 was so buggy for so long that people said 'why bother', and now although Quark 5 offers web-related stuff, it's still not a 'must have' for many newspaper people. And with a weekly newspaper, you haven't the time to move from 3.3 to 4 and be sure that transition problems won't stop the next week's issue from being published. If it ain't broke, don't fix it.
