I hate to overwrite pickle's aswer here, of which I think manufacturers
should include in their products as much as possible (bend-bulbs,
crack-bulbs, bad-soldr-joint-bulbs, coffee-on-keyboard-bulbs, MS-bulbs,
dust-bunnie-bulbs, too-much-internetting-bulbs etc :), but neon bulbs often
are used as voltage limiters. The start to conduct (e.g. to ground) at a
certain voltage, making it difficult for the voltage to rise any further.
As limiters, they are not very precise, but rugged and cheap.

O course I could be wrong, the bulb being a true ultra-deluxe dashboard
light - for the repairman.
