  Most of your post is correct, but the main reason for having the machine
plugged in AND OFF is that the CRT is brought down to earth ground
potential, which is the most safe for us humans.

  For Dan, 

  The checkerboard display is a symptom of a poor connection at the boot ROM
or a bad boot ROM altogether. I've got a couple SE/30's, and they've both
done this from time to time. One ROM boards' edge traces were eaten thru by
the connector. I suspect the fans' vibration is the root cause here. For a
temp fix, I carefully laid solder on each and every pad. I eventually found
Old Mac Milt, who sold me a used part for a good price.

On another machine, it was just a simple matter of cleaning stray
hair/debris away from the connector area, and cleaning the edge traces with
a CLEAN pencil eraser.
