best to check what you have, not all routers have built in firewalls,
they are different animals sometimes put into the same box together. 
some of them are also configurable or need to be configured, best check
on that as well.  it might not inherently block ftp, many people use ftp
to download from the web, and to upload to their web pages etc. so
there's a good reason to leave it available on a router in a generic
configuration.  also, when downloading with ftp, i've seen a number of
different ports used for the download, i'm not sure how that happens or
what the implications are.
