Control panel looks for the files it works with in the System Folder. Font/DA Mover is a program that should reside in the System Folder. It loads DA's, (Desk Accessories like puzzle, alarm clock and so-on), into the System and the Apple Menu. It and the DA's, which are bound in suitcase-like icons should be in the System Folder.
