they are just rc filters, i've replaced them on a laserwriter with just jumper wires 
from one side to the other.  the only risk is increased rfi, i.e., you'll be violating 
fcc regs potentially.  as i recall these run at twice rated power under worst case, 
which would explain why they always go out.  digikey has the real thing if you care, 
just measure the resistance to get one that's close or use the little 3 legged brown 
pi noise filters that have an inductor, a cap, and an inductor.  i've used those in a 
couple of circuits i designed and they work very well, also a digikey part.  the 
middle leg goes to ground.  on the original filter networks, the 4 corners are 
grounds, and the filter sections go from one side to the pin on the opposite side.  
the originals are a pi filter with a resistor in series, a cap to ground, and then 
another resistor in series to the opposite pin.
