What you are trying to do is definitely possible. My own Mac Plus (1Mb not upgraded) 
happily connects to the internet running System 6.0.7 or 6.0.8 and MacTCP 2.0.6 via a 
GatorBox. On such a configuration, you should be able to run Telnet but not much else. 
I'm not sure whether 1Mb is enough to run MacPPP for a dial-up connection.
