I seem to recall that an early version of MacTools (back when it was from
Central Point, I believe) had a Launcher-like thingie that dwelt in the
Apple Menu. I'll have to go dig up the disks/manuals...it is (...was)
commercialware, of course. (Now abandonware?...) I don't remember if it
worked exactly like the Launcher, but you could store files & apps, I
think -- or rather references to them (like aliases...)
[...later]...Hah! I found the manual. It's in the MacTools 1.2 (c. 1991)
set, & is called (hold on to your hats, people)... -- Launcher! It looks
like it only stores references to apps...no drag-n-drop, of course...also
if you move the app out of its folder or rename the folder the "alias"
won't remember where to find it.
