Any number of things.

What I would do:
Try resoldering the connections on the 14 pin connector.
I've seen a pin in that connector break where it couldn't be seen.
So after resoldering it boot and wiggle it and see if that changes things.

If no joy there then I would use soldering iron to warm up ICs one at time,
starting with the video chips, to see if that changes things.

Next I would fingerize it. By that I mean press finger on top of solder
pads, without bending the board, repeating throughout the board. Sometimes
that will localize problem.
