IP over AppleTalk (including LocalTalk) is called MacIP.  MacTCP and 
OT are both able to work with it.  The usual problem is that while 
LocalTalk Bridge will pass the MacIP packets, it doesn't do anything 
to them.  To get Internet access you will need a way to convert MacIP 
packets to regular IP (over Ethernet or PPP).  This usually requires 
a router (and not any of the Router-In-A-Box products you can buy for 
under $100.  IPNetRouter will do it.  The Cayman GatorBox and Shiva 
Fastpath are two hardware devices to do it.  Also Sonic made a 
hardware LocalTalk bridge version that would do it.
