Think Pascal is a nice environment for use on an old Mac and it's freely and legally available for download:

Think Pascal went out of fashion in the mid 1980s as most developers switched to Think C or MPW but it is very well suited to beginners. Most 68K code samples from Apple including Pascal examples so you can access the Mac toolbox easily.
