Interesting project. I had forgot about it. The schematics in that article are for an adapter that generates a composite video output, but not in the NTSC or PAL standards, but in a non-standard format. As the article says, this signal can be used only with a modified monitor (it sould handle an horizontal refresh rate of 22 Khz instead of the standard 15.75 Khz) that can support the very higher bandwidth of the Mac's video signal (between three and four times the bandwith of a standard NTSC or PAL signal). A modified TV set won't do the job anyway: because of the very lower bandwith, you wouldn't be able to read the text on screen, and would see the icons mostly as light grey patches on the windows' white background.
I think that the simpler way to go is to get an IBM's (or compatible) EGA monochrome monitor: its refresh rates and pixel clock (thus video bandwidth) are very near to the Mac's (640x350 at 60 Hz compared to 512x348 at 60 Hz), and it also do use TTL input with separate video and sincs inputs. It may be neccessary to lengten the sync pulses, or it may be not, I can't say for sure. I can provide you with the pinout for that kind of monitor if you are interested.
