To answer your questions... 1) Yes, turn on the external HD first and let it run for about 30 seconds before turning on the Mac.
2) On the Plus, just about any SCSI ID should work. I used ID 2 for years with no trouble. If you want to change the ID, you should first shut down the machine (and the drive) and do it while it's off. The newer compact Macs used SCSI ID 0 for their INTERNAL hard disks, but as the Plus doesn't have one, it shouldn't be a problem if you want to stick with 0.
