Unfortunately that is a condition known as "SimasiMac". There is more information on it here: http://www.biwa.ne.jp/~shamada/fullmac/repairEng.html#SimasiMac Try the simple fixes first (such as re-seating the RAM chips) but my SE/30 suffered from this and in the end it meant having to replace its logic board. Sadly, many SE/30's are thrown away after this happens because they are effectively "dead".
