So walk in ask for some stuff, look at it and then say "No, I don't need it after all, too bad about the $30".

Reminds me of a model railroad shop I went into. Dust was covering most things, they wouldn't let you open a box to look, had a mediocre selection, moderately overpriced and that basic take it or leave it attitude. I left. I suspect it was a case of someone who's been in business for years, owns the property, makes enough (somehow) to pay utilities and taxes. They just get stuck in a rut and don't see it or care.
At least in this area (Si Valley) the electronics / computer dealers are competitive. Dealers like you've described would disappear fast.
