So you're saying that if I had a voltmeter, I could just slide it's  
probe under the anode cap?

Many years ago when I used to work as an engineer on these machines we
used to use an old multimeter lead to discharge the crt which had the
advantage of a nice satisfying spark so you knew it was discharged,  
then
later on I can't remember if it came from Apple or not we got a proper
tool to do it which was very thick and heavy insulated, also no more
sparks so you had to trust that it worked, I believe it just had a  
large
resistor inside to dissipate the energy.

I'm sure in these 'safer' times such practices would now be frowned  
upon
