This is all pretty subjective stuff, but my 2p would be:

68000 CPU: System 6 (or earlier!) unless you need some facility of 7.
68030 CPU: System 7.1 unless you need some facility of 7.5, and can't 'fiddle it'
68040 CPU: Stripped down 8.1 would get my vote - not significantly slower than 7.5/7.6, and more 'modern' interface. Needs 32MB+, of course.

Back when I was using a 68k daily, I did some "butt dyno" tests on 7.1 vs later OSes, and found that 7.1 even with the Appearance Extension and OT installed still was smaller and faster on a 68040. Mainly just little things like pulling down a menu and scrolling back and forth across the bar would cycle the menus instantly on 7.1 but had a little lag with slow redraw on 7.5.x. 8.1 was much slower. This was on a Duo 280c, 33mhz 68LC040. I haven't tried anything semi-official on my 840AV, but still felt pretty much the same.

That said, the differences were really pretty minor and unimportant for actual usage :)
