You must be sure the 1 gig's settings for termination and SCSI ID are set. Term="on" and SCSI ID = "0". Open the Mac and leave the back off. Connect the hard drive's SCSI cable and power cable and let it lay on it's back out the rear of the Mac. Boot it with a floppy of System 7 with minimal System Folder and a Lido 7.56 or other third-party smaller formatting utility. If the drive is "seen" then the Lido formatter takes over. There are other ways to do it, too. External hard drive copied from the old 80MB internal. External CD ROM. A dual-headed internal SCSI cable and a dual-headed internal power connector both easily gotten from a 6100, Quad 950, etc. Then, making the old 80MB the SCSI ID of one, and the new 1 GB the SCSI ID of 6, you COULD just format the 1 GB with the HD/SC Setup on the 80MB and copy the contents of one to six.
