The screen phosphor isn't the only part in a CRT monitor that ages with use. Many
parts of both the analogue board and the picture tube itself are ussually exposed
to high voltages and heat, and also do have a lomited lifespan (larger than the
phosphor's one, in most cases). So making a CRT monitor run showing a "black
picture" or with both contrast and brightness controlls turned all-way down won't
prevent it from aging, and, with time, failing.
