You probably need a 3rd party formatter - check around old Mac s/w sites for s/w, and google for suggestions.

Early versions of Mac OS were quite picky about CD drives. Given that use SCSI CD ROM drives from old Macs are two a penny, I'm not sure I'd bother with others, given the potential 'issues'.
