Are you sure, that all of them came with a 20 MB HD installed?
Mine had a 40 MB Apple-branded Conner, but I don't think it had had any upgrades before I opened it.
apple-history.com lists 40MB hard drives as an option (for the SE) or built-in (for the SE FDHD). Apple also does:

My guess would be that they were sold as 1/20 configuration to education sector, to avoid other customers complaining that they were being overcharged for their 4/40 config machines, but everyone knew that the first thing a school would do would be whip the back off and put 4Mb RAM in there!
