Geoff,

I guess it really depends on your definition of "develop". I have written
a few very basic applications using the very unique HyperCard program, and
I've also played around a bit with Chipmunk BASIC.  There's a very steep
learning curve if you want to develop app's using Assembly or low-level
languages, and you'd need an awful lot of hardware documentation, etc.
I personally could never invest the time.  YMMV
