The a/b isn't powering up properly, I think.
Try reseating the a/b, and check for anywhere that signal paths could
be shorting to earth - eg a dislocated metal cage.
Try starting it without the HD and floppy connected, just in case
they're shorting to earth.
Oh,, if you have the 575 board, try booting with that, in case it's an
l/b problem - which it could well be in my experience - it looks like
an a/b issue, but it's a bad l/b.
