Some compiz internals are still changing rapidly and there are some major work left before I'm happy with the design and feel that it's worth writing documentation. You can probably expect a 1.0 release to contain proper documentation but it's not going to be available anytime soon. The best advice I can give you right now is to just to look at existing plugins and post questions to the compiz mailing list.
