I'm having this system sound problem not only in Ubuntu 8.10 and 9.04, but also in Opensuse 11.1 and Fedora 10. However only Ubuntu plays the system beep instead. In 8.10 I could solve the problem with installing a newer version of libcanberra using this guide:
