In Metacity, moving windows around normally uses a snapping behavior
which is different from compiz and is tracked in Bug #160151.
Holding down shift causes Metacity to get funky with the edge snapping,
a feature currently lacking in compiz and which is the subject of this
bug report. This is not a duplicate.
